Using "title" in links

I have several links on my pages like:
<a href="http://www.0058.net" title="0058">

Do SEs look at this or penalize you or anything else?

The search engines will not penalize you for this and they will not help you rank better in the SEs.

The title attribute is typically used to describe the destination of the link if the anchor text does not do that. I usually look at it this way, if I have to use the title attribute on a link, then my anchor text may not be sufficient and I'll need to rewrite it.
